The two-month public consultation on Hong Kong’s first five-year plan ended recently. Hong Kong has a solid foundation for building a global education hub: five of its universities are among the top 100 in the world, the density of international schools is among the highest in the world, and DSE results are widely recognized internationally. However, the current vision of building an international education hub is mostly focused on the post-secondary level. The high school sector, as a source of talent cultivation, has not received enough attention. Many voices in society are also concerned about whether the introduction of international high school students will increase the pressure on local students to enter higher education.
