The dispute over the operating rights of SOGO department store led to the case of collective bribery by legislators. Former Pacific Circulation Investment Company Chairman Li Henglong bribed legislators to get back the operating rights of Tailiu Company and SOGO. He asked the legislators to amend the company law to the Ministry of Economic Affairs. Pressure, including former legislator Su Zhenqing, KMT legislator Chen Chaoming, former KMT legislator Liao Guodong, former legislator Xu Yongming, and former independent legislator Zhao Zhengyu, were all accused of involvement in the case. Five legislators were sentenced to prison terms ranging from 6 months to 10 years. After the case was appealed, the High Court of Second Instance pronounced the verdict today. Chen Chaoming and Xu Yongming reversed their verdicts and were not guilty. Su Zhenqing upheld the sentences of 10 years, Liao Guodong upheld the sentences of 8 years and 6 months, and Zhao Zhengyu upheld the sentences of 6 months. The judgment pointed out that due to the dispute over SOGO's operating rights, Li Henglong believed that the Ministry of Economic Affairs' registration of Tailiu Company was unfair.
